The maximum number of students in a class will be revised to 45 from 2021 to 2023, according to a cabinet-approved proposal.
The Education Ministry says the proposal will be submitted to the attorney general for necessary legal procedures.
Pursuant to a cabinet decision in October 2015, the Supreme Court had decided that a class should have a maximum of 35 students.
The Ministry says this is impractical, as it receives more than 3,000 applications for school admission each day.
